Sure, voltage is the difference or change in voltage potential from one point to another. for example if you took a volt meter and measured from a wire with 100 volts then put the other lead to another wire with 80 volts, you would read 20 volts, as long as both wires have the same amount of volts, then electricity will not flow though him to the other wire. No if iwas two phases, he’d be fried. High voltage (low amperage) electricty really travels on the outside of the actual wire..or in this case the two wires. If you could see the voltage, it would look like a big corona around the two wires.
